Faculty of Law and Social Sciences (FLS) is one of the pioneer faculties for undergraduate and graduate studies at Build Bright University (BBU) offering Associate, Bachelor and Master’s degrees in the fields of Law and Public Administration. The faculty provides a supportive environment in which students develop their knowledge and skills and thus, helping them to reach their academic and professional goals. It tries to equip students with personal development and growth. It is a leading faculty actively working with public and private sector partners in Cambodia and with some of the best universities in the region. The students are from a wide range of backgrounds, and the professors are highly qualified with great experience in the field of their teaching.
Message from the Dean
Welcome to the Faculty of Law and Social Sciences!
It is a great pleasure to welcome you to our faculty. Since the establishment of the Law Program in early 2000, the faculty has experienced tremendous growth and transformation. Courses offered have been expanded in depth and breadth in response to the increasing sophistication and internationalization of the legal profession and administration. As a result, we are producing competent lawyers and public administrators who are equipped with useful tools to match with legal professionals and proficient administrators.
I am so proud and thankful to the Founder/Chairman of the Board of Trustee of Build Bright University for having faith in me to head the Faculty of Law and Social Sciences and entrusting me to strive for growth within the Faculty and the University.
The main role of the Faculty is to produce the best graduates in law and public administration, preparing them as such that not only must they excel academically but also acquaint themselves with the necessary soft skills. The programs and opportunities offered are innovative, ranging from foundation to graduate level studies. During the second and third year of their studies, students are capable enough to be employed in law firms, commercial enterprises, NGOs, and other institutions. Apart from our experienced full-time lecturers, legal practitioners from industries serve as lecturers or professors, teaching in the area of their expertise, and rendering their experiences to the students.

About the Programs
There are two-degree levels of undergraduate programs – Associate and Bachelor – in the fields of Law and Public Administration. These programs help students to reach their academic and professional goals. Associate degree programs offer students with specific subjects such as Commercial Law, Civil Law, Criminal Law and Constitutional Law while the subjects of the Bachelor’s degree programs include Criminal Procedure Code, Civil Procedure Code, Family Patrimonial Law, Contract Law, Company Law, and many more.
Graduate Programs
Master of Laws (LLM)
Law skill is essential to the successful management of affairs in society. LLM program offers an in-depth knowledge and experiences of laws. The subjects cover the current issues and development in areas that are vitally important to legal theoreticians and practitioners involved in Advanced Civil Law, Advanced Civil Procedure, Advanced Criminal Law and Advanced Labor Law, and many more.
This program provides the opportunity to take advanced courses in specialized areas of laws from theoretical and historical perspectives to students. It helps students enhance their abilities to think critically, analyze legal arguments, articulate ideas, do research efficiently, and write effectively. This serves to prepare them for professional careers or further studies at a doctoral level.
Master of Public Administration (MPA)
MPA program offers an in-depth knowledge and experiences of public administration. The subjects cover the current issues and development in areas that are vitally important to administrators and government officials. Those subjects include Advanced Administrative Law, Advanced Constitutional Law, Public Financial Management, and many more.
This program provides the opportunity to take advanced courses in specialized areas of public administration to students. It helps students enhance their abilities to understand the internal organizational environment and help them to develop needed managerial skills. This serves to prepare them for professional careers or further studies at a doctoral level.
Admission Requirements
For Associate and Bachelor’s Degrees of Professional Program:
- Students must have a high school certificate (pass/fail) or a TVET certificate or its equivalence.
- And sit an entrance exam of some general subjects which is controlled by MoEYS committee.
For Bachelor’s Degree of Academic Program:
- Students must have a High School certificate or Foundation Year Certificate or its equivalence.
- And sit an entrance exam of some general subjects which is controlled by MoEYS committee.
For Master’s Degree Program:
The applicant for Master program must have a bachelor degree in a respective discipline or related area in which he/she is interested to pursue the study from a recognized institute.
How to Apply
Build Bright University receives walk-in application from the applicant or his/her relatives/friends at any of the campuses of the university, and new students can register in the programs during the promotion time-period of the university. The prospective students must:
- Have transcript from any school/university/institution which is recognized by the Ministry of Education, Youth and Sport.
- Filled-in admission form, specifying the program, faculty, major, etc. with signature and three 4×6 cm photographs.
- Submit the admission form and other required documents along with payment of requisite tuition fees.
Duration, Semesters and Credits
Associate Degree:
- Two academic years
- Four semesters
- Total 60 credits
Bachelor’s Degree:
- Four academic years
- Eight semesters
- Total 120 credits
Master’s Degree:
- Two academic years
- Four semesters
- Total 48 credits
