Faculty of Management and Law (FML) was founded in 2000 and situated in the heart of Phnom Penh capital. It has two main teaching buildings known as FML's Campus in Khan Daunpenh . The distance between each campus is about ten-minute driving. The administrative head office remained on both campuses. The Faculty initially focused its training programs on two specific fields: Management and Law which offered the two-year associate and the four-year bachelor degrees related to both fields. As the number of learners has significantly increased, FML has expanded its training programs. Eventually, it has completely transformed to become a university and took the name as Build Bright University (BBU) in 2002.

The third and biggest campus, Tonle Basak Campus, has emerged on the most public concentrated area along the Tonle Basac river in Khan Chamkarmon.
